Fresno High Roeding, Fresno
Fresno High-Roeding was a City of Fresno planning area in the central-to-western portion of metropolitan Fresno, California. The City’s official plan called it the Fresno High/Roeding Community. It included Fremont Elementary School and the surrounding residential area where Zeek Reyes and Megan Ashley “Ash” Alvarez lived during the 2002–03 school year.
Overview
The Fresno City Council adopted the Fresno High/Roeding Community Plan in December 1977 as a refinement of the 1974 metropolitan general plan. The planning area covered approximately twenty-two square miles. It was broader than a single residential neighborhood, so its official boundary did not establish the name or edges of Zeek and Ashley’s individual blocks.
Geography and Boundaries
The planning area occupied part of central and western metropolitan Fresno and included developed land on both sides of State Route 99. Its official boundary was irregular and extended beyond the immediate area around Fremont Elementary. The Reyes and Alvarez homes were a few blocks apart in the residential area surrounding the school.
Built Environment and Housing
The City’s plan described much of the developed area east of State Route 99 as residential growth built from the 1920s through the 1950s. Development was generally compact, with most residential lots no larger than the six-thousand-square-foot standard used by the City when it prepared the plan. Those conditions described the planning area as a whole rather than either family’s particular home or block.
History
The City began preparing the community plan in 1976 and adopted it in 1977 after public meetings and hearings. The plan superseded portions of several earlier community plans and remained a City planning reference for the area. Fremont Elementary was already identified as one of the community’s elementary schools in the adopted planning record.

Fremont Elementary stood at 1005 West Weldon Avenue. Zeek and Ashley began sixth grade there together during the 2002–03 school year.
Associated Characters and Families
Zeek Reyes and Megan Ashley Alvarez
Ashley moved with her family into a home a few blocks from the Reyes home before sixth grade. Their fathers met when Ashley’s father brought the family car to the independent repair shop owned by Zeek’s father. Zeek recognized Ashley when they began sixth grade at Fremont Elementary.
